Your driveability issues suggest something else may be going on. The mystery surrounding how exactly your pcm is generating the P0430 aside, the issues you mention - along with the occurrence of engine at operating temp make me think you should go ahead and verify that you don't have a plugged up converter.

I drive it daily, never happens on a dry day. Every single time I drive it through the rain, or even post heavy-rain when everything is still wet and big puddles everywhere, it does this without fail.

Sometimes worse then others Drove to Chipotle in light rain last week and I had a couple hesitations going down the highway. None on the way back, but I got some jumpy idling and stalling as I came into our apartment parking lot, checked the codes, and sure as **** the P0430 is there.
